Petition with 41000 names opposes Iowa undercover farm video ban

A well-known Iowa City chef provided the Iowa Legislature today with a petition with 41,000 names in opposition to a bill that would criminalize undercover investigations of cruelty to  farm animals.

Kurt Friese, the owner of Devotay restaurant in Iowa City and the publisher of Edible Iowa River Valley magazine, is behind the Internet-based petition drive. He is a board member of Slow Food USA, a grassroots international organization that links the pleasure of food with a commitment to community and the environment.

Friese, who met today with several members of the Iowa Senate, said well-managed farms should have nothing to hide.

“I don’t believe that this bill does anything to help farmers or to help the earth. It doesn’t protect our waterways or the rights of the people who would eat this food,” he said. He also considers the legislation unconstitutional because it would make it illegal not only to create undercover videos of cruelty to farm animals,  but to possess or distribute them -”putting them on par with child pornography.”

The proposed legislation, which has passed the Iowa House, has cleared a Senate committee but has not been scheduled for debate by the full Iowa Senate.  Sen. Tom Rielly, D-Oskaloosa, who has been managing the bill, said today  it remains alive and could be eligible for debate in the 2012 session is it is not approved this year.

The bill, which is proposed in a state that is the United States’ largest producer of pork and eggs and the fifth-largest cattle feeder, has attracted national attention. Farmers say the legislation is needed to protect Iowa’s agricultural economy against activists who deliberately cast their operations in a negative light and continue videotaping rather than reporting abuse immediately.

Animal welfare officials say undercover recording is vital to protect livestock and food safety and that they must document multiple instances of abuse to show a pattern.

The Iowa attorney general’s office has told senators the House-approved bill would most likely face constitutional challenges because of provisions that would have made it illegal to possess or distribute audio or video recordings. The U.S. Supreme Court has previously ruled that films exposing animal cruelty represent the exercise of free speech.

Viertel echoes that philosophy, explaining the organization’s push for food “that reflects your values,” and the philosophy that citizens often have more power than politicians. Accordingly, Slow Food USA has no lobbyists on staff, instead focusing on creating pathways for individuals to volunteer, get involved and create change on local and national levels.

Viertel and Baranowski also discuss the increase in food awareness that’s been snowballing thanks to Slow Food and related movements. The battle to change perception rages on with the hope that consumers will no longer view “conventional” food as non-organic.

The next major battle for the organization, says Viertel, is 2012 expiration of the Farm Bill: “a piece of legislature that’s totally wonky and totally determines what we eat.”

Slow Food USA is a non-profit “network of networks” consisting of more 200,000 supporters, 24,000 members and 225 chapters across the country. The organization, Viertel explains, advocates for food that’s “good clean and fair…the opposite of fast, cheap and easy.” Programs include Slow Food in Schools, which teaches about the value of sustainable food through activities like cooking classes and gardening; and the US Terra Madre Network, an international network of over 7,000 food producers, cooks and educators dedicated to promoting and strengthening the slow-food movement at the local level.
